The only real technique here is to enage in real conversations. Blogs are not just for publishing, they are for communication and collaboration. Post with quality and consistency. Post in response to other posts where you have something to say. Post in response to luminaries and let them know through their comment boards or email. They will also pick up on your links to them...give it time.
The other suggestion is from Jeff Jarvis -- the law of the niche. If the content of your blog focuses on a niche, say Estonian Folk Dancing, the net is vast enough to draw a significant audience. Same thing works in mass media. So if publishing is your game, specialize.
